Who Regent Seven Seas genuinely suits

People who have been caught out by an all-inclusive that wasn't. Regent's fares go further than almost anyone's: flights, transfers and shore excursions in nearly every port. If your objection to luxury cruising is the running tally at the end, this is the line built against that objection.
Anyone planning something multigenerational. It is the ultra-luxury line most workable with family in tow, which is unusual at this level.

When you'd be better off elsewhere

Anyone who would rather explore independently than join a group. Included touring is the whole value proposition, and a confident independent traveller who prefers to find their own way effectively leaves money on the table every time they step off the ship without a Regent guide.

What the ships are actually like

A genuinely small fleet, so which ship you get matters more than it would on a larger line. Seven Seas Grandeur and Splendor are the two most recent, and Seven Seas Prestige joins them in 2026.

The included excursions are the whole value proposition, not just a perk

The fare is high because nearly everything is already inside it, which means the model rewards you for using it and quietly charges you for the days you don't. If you enjoy stepping off the ship into something already arranged, this is the best value at this level by a distance. If you would rather find your own way, a large coach tour can sit oddly against the ship you just left.

The answer is not to write off the included touring. Take the morning tour to get your bearings in an unfamiliar port, then use the ship's size, small enough to dock centrally in most places, to go your own way after lunch. Do that and you get both.

Worth being straight about the other case: if you want to wander on your own terms every single day, you are paying a premium for a structure you will not use, and an a la carte luxury line such as Seabourn or Silversea will likely give you more for the money.
